It depends what kind of coverage the owner has. I believe the type he would need is liability coverage (some companies may call it property damage liability), which would cover the damage to the other person's car. You may want to check how much the damage will cost. If its less than your deductable then its not worth making a claim. Even if it is a bit higher than your deductable you may want to look into how much your insurance costs will rise by making a claim. Hope this helps.

Is there a law protecting women from having to change if the insurance provider drops your current doctor?

Not that I'm aware of - if the insurance company or your current doctor drop one another it's probably because the insurance is not willing to pay more and/or the doctor is not willing to be paid the "negotiated rate".

How can I obtain the best Florida collision car insurance?

I would find an internet source online. There are many comparative website where you can compare insurance companies. It would be very useful to use one of those. Or, there may be an insurance company willing to do that for you themselves. Usually, if they're willing to do that, they're willing to negotiate with you to give you the best price possible.
