If a police officer is making an abuse of his authority can any action be taken against him?

[Edit]

Answer

I am not a lawyer, but have worked in legal industry, and as a legal assistant....

I believe I read that a law enforcement officer has a duty, and a obligation to answer the citizens concerns, and complaints, and provide the citizen or public, with pertinent information relating to that inquiry......

I have been a civil rights activist, and worked for several civil rights lawyers....

Unfortunately, the law enforcement world, has a too wide area of discretion.......

I have and recently experienced, that they oft times conspire , with a fellow officer playing games on the phone, and try to try to confuse, frustrate, and begin to cover up some warbled communications , so that it seems that the agravated party, the public, will not sufficient information to stand on and use against the abusive officer...

It is my understanding that any police agency, typically, panders, pampers, and allows, this type of arrogant, indignant, and often rude, and unprofessional behaviour.....

What they typically do, is fish you for information that you are looking for, and then try to cut you off at the pass, if they smell some trouble with , or from you , that you might make a complaint against them....

I have also experienced, that if you request a particular, higher ranking officer, rather, than the front desk , person, they can also, retaliat,e and spread rumors, that you, myself, is confrontive, and or combative, and difficult to deal with, or some other label , they may choose to select....

In addition, to my experience, their is I believe, a United States Code, that is under, Title 18, which states, that if two or more officers conspire, to abuse their power, it is crime, punishable.....

some websites you can check out...

Policeabuse.com

google, police abuse, police brutality, police crimes....

and so forth.....

A civil litigation book , you might want to look up is a law book, Police misconduct, by Rudowsky???

police brutality, by Jill Nelson\\

Actual Innocence- Barry Shceck

....The sad thing is that even serious police abuse cases, are difficult to litigate, and prove....

So , so many pesky, and minor offenses, get overlooked, or not treated seriously......
