If all the canals in Venice flood wouldn't Venice be in trouble?

Answer:
Most of the larger canals flood many times a year and this affects the buildings a lot. Ground floors and basement levels of houses, shops and hotels are often unhabitable and residents and visitors often have to walk around the city on large 'tables' to avoid getting completely soaked.
