If you are paying child support to a mother and the child is not living with her, you are still obligated to pay her if you have a court order to do so. In that case, you can petition the court to change the order. You can expect that you will have to pay whoever has the child instead of paying the mother.

Don't pay the mother - send your payments to the court or to the State disbursement unit. Tell the court that you believe the child doesn't live with the other parent - be prepared to produce third-party evidence of this. However, this is unlikely to change your child support obligation - the kid still needs shelter, food, etc.

Depends on the state. Technically child support is paid to the custodial parent. This means the parent actually has custody, not a parent who allows their child to live elsewhere. Therefore, if the custodial parent does not have custody, check your state laws. Another adult can be allowed to collect child support for the benefit of the child, but a non-custodial biological father can also be given custody in this case.

Probably - the child is presumably still alive and, therefore, still in need of support.
