Darkness is simply the absence of light. It doesn't make much sense to talk about the "velocity of darkness".

Velocity of light means that light doesn't go instantly from one place to another. If you turn on a flashlight - assuming the turning on itself is instantaneous! - the light won't immediately flood the whole room; it takes a while for the light waves to do so. However, the speed of light is so great that it would take only a few nanoseconds - too fast for a human to notice a delay.
