You can format it. If with "reformatting" you mean "have a new Windows installation", you can't: to install Windows you need a media containing Windows setup (a CD, a DVD, a USB pen, a hard disc). You also need a boot device (usually, a floppy, a hard disc, a DVD, a CD, a network disc)
You could also copy a already installed Windows from a hard disc to another, using partition copy softwares like Norton Ghost or dd.
