Simple answer, because they are optimistic.
Answer
Science is often defined as knowledge gained from observation based upon real or factual experimentation. Black holes are said to be comprised of so much energy from IMPLOSION that the subsequent gravitational forces prevent even the escape of light. This result is the opposite of what we are accustomed to observe as the end game of EXPLOSION where light is usually emitted in bulk. Black holes therefore are studied from the perspective of REVERSE physics, since for every action there is an EQUAL and OPPOSITE reaction. Thus the EFFECT on any MATTER or MATERIAL within the vicinity of the BLACK HOLE will have a relative velocity in the direction of the black hole due to its gravitational pull. Such velocity can be measured by formulas associated with the function of the UNIVERSE. Observation of physical phenomena in the universe along with accompanying affects on surrounding elements tend to explain what is going on, but not neccesarily why. E=mc/2 Salvador J. Gamble.
