On the back of my Florida Learner's Permit it says that the person in the front passenger seat closest to the driver MUST BE 21 YEARS OF AGE AND have a valid driver's license AND not be probationary (or whatever the person above said). So, EVERYONE above is correct, except for the person that said everyone was wrong.

It depends upon the state laws pertaining to the operation of motor vehicles. In some states the person in the passenger seat must be at least 21 and hold a valid driver's license. In other states the passenger can be the legal emancipated age which in many states is 18 and also have a valid license. In some instances not only do state laws govern such action the terms of the insurance coverage will also apply.
