If the FBI breaks down a door because the owner refuses to allow them entry is the government responsible for paying the damages?

Should the FBI pay?

No unless there is some sort of extremely good excuse why you didn't answer the door PROBABLY .But you would still have to go to ourt to solve the problem and testify.

If they have a valid warrant for entering the premises they are not responsible for damage incurred while in the execution of that warrant.

If it is a mistake on the part of the agency for whatever reason, the homeowner can file a claim with the justice department for damages sustained, and in some cases there might be grounds for a civil suit as well.
