As for Halloween, my guess that it is set as the evening before All Saint's Day. Since that Holiday is always on November 1 no matter what day of the week it falls on, Halloween floats with it.
Because there's no need to avoid Sunday. The Rose Bowl keeps it as a silly tradition, but what would be the point in Halloween avoiding Sunday? Only the religiously fundamentalist would do so.
