If the Russians are responsible for hacking Hillary's email server what should the US Federal Government do to permanently stop them from hacking into government emails?

This question juxtaposes two different issues (1) the hacking of Hillary Clinton's email server and (2) the defenses against hacking employed by the federal government.

Hillary's email server was hacked specifically because she made the executive decision to NOT use the federal email servers and to, instead, use a private server. Whether you believe that her motivation was simple carelessness or an attempt to hide what she was doing from the possibility of government audit is irrelevant as far as this topic is concerned, but since she used a private server, the only security precautions on that server were those that Hillary implemented (or rather failed to implement). That made her an easier target for the Russians. Especially since the Russians have no love for the Clintons and have repeatedly used hacking as a method of derailing opponents, Hillary should have been well-aware of the possibility that Russians would attempt to hack her emails. Had she used the federal email servers like she was supposed to, it is far less likely that the Russians would have successfully acquired her emails. Hillary Clinton is completely responsible for the failure to protect herself when she was well-aware of the possibilities of hacking.

Currently, the federal government, through the NSA, monitors a number of hacking threats, but as hacking becomes more complex and encryptions take more computing power and ingenuity to crack, the federal government should create a cyber-army whose duty would be to monitor the open internet expanse and to actively "hack-back" at those individuals and operators who pose a threat to the United States.

Blocking access from Russian servers is pointless, they will just use proxies in other countries.
