Sometimes lightly tapping on the bolt with a hammer can cause some of the material that binds the bolt to break loose. Don't get too energetic though, you can cause damage. Next step, apply a little heat to the nut or whatever the bolt is attached to. Try to keep the bolt a little cooler than the nut so that the nut will expand slightly more than the bolt. After that, get a grinder or hacksaw and plan to replace the bolt.
