This is an educated guess, but if 3 volts is present, it is very possible that what gets applied to the trigger port is a ground rather than voltage (basically just connecting the pins together through a switch). The voltage would drop to near zero and the logic should be designed to limit the current in the loop to a safe value. If the connection is to an external TTL or CMOS circuit, then a transistor in that circuit serves as a closed switch.
