If the wearer is already wearing BDU's is it better to sew the netting on another set of BDU's which adds up to two BDU's or to not mount the net and wear it directly on top of the BDU's being worn?

I assume you are asking about the netting used to form a ghillie suit. The answer will depend on the environment where it will be worn. The sniper in a hide moves very little, and generates little body heat. In a temperate climate, 2 sets of BDUs may not be too much of a heat load on the wearer, but in hot climates, it may become unbearable.
