Illinois is probably one of the best states for getting into trouble over underage marriage, especially when an elder is fooling(statutory) around with a minor. You had better not let anyone know that you are even dating. He will land in jail.
This is excerpted from Illinois law: "Applicants between the ages of 16 and 17 may obtain a marriage license by presenting the following information:
Sworn consent from each parent, each legal guardian or a judge - in person - before the county clerk at the time of application. Those giving consent must provide proper identification, including a:
valid driver's license; valid state identification card; valid Illinois Department of Public Aid card; valid passport. (If the legal guardian is giving consent, a certified copy of the guardianship papers must be provided.)"
According to this, the only way around parental consent would be to get a judge to circumvent the parent's wishes.
What you could try is contacting the court house in your state and checking with them. They might be able to point you in the right direction. Also contact the court house in Illinois to see if it is legal there. With parents' permission it usually is.
Nowhere in the US without parental consent. There are states where you can with parental consent.
Yes, but only with parental consent, except in Scotland where parental consent is not needed.

Marriage does emancipate the girl. However, the legal age to get married in Louisiana, even with parental consent, is 18. It will require a court order in addition to parental consent to get married. Emancipation requires you to be at least 16 in Louisiana.
