It is best to get this checked out by a doctor as soon as possible. 80% of foreskins are retractable by age 5-8. However in some cases it can stay until well into puberty. There may be nothing wrong at all, but you need to be check out just in case especially if there is swelling and pain, or a foul odor.

Don't force it. You can try easing it, or deliberatel stretching it within a short time it will start tomove just dont hurt it use your comon sense. Google foreskin stretching exercises for a wealth of information on this subject. don't be afraid to have a talk with your doctor. Doctors have seen just about everything so they won't freak out when you ask about this. Better to be safe than sorry. It would usualy have retracted by now. I doubt a doctor will have to do any surgery, just tell you the same thing - retract slowly with a little stretching. If it hurts, then stop.

Treatment is to enlarge the opening of the foreskin. Some doctors will recommend circumcsion (surgical removal of the entire foreskin.) If YOU want this, that is your choice. However is in NOT necessary, nor is it avisable. Some doctors for religious or personal reasons will insist that enlarging the opening of the foreskin without circumcision is not possible. This is NOT correct and is unethical, and should be reported to the body that governs physicians in your country, province, region, state, etc. Please do not ever be embarrassed to speak to a doctor about any health problem. It is your doctor's duty to treat you without causing you embarrassment or harm. But if you do become embarrassed that lasts for only a few minutes. Many health problems can cause a lifetime of pain and suffering if not treated.
