Well, if he said no and you think you and him have something going on, and you like him, you should ask your friend if she is over him.
If she is, then you should drop little hints to him howyou feel. Send him a cute poem, talk to him alot. You should ask him out for pizza or something, and during the date be like "Well, I really think your sweet and funny, and maybe we should go out on a few dates, and see how we feel together."
