Answer
You can have nearly unlimited amounts of the right sorts of carbohydrates. The ones that have gotten us all into trouble are the white bread, french fries, chips, cookies, ice cream, crackers, sugar (especially High fructose), cheeses, salad dressings, lattes and such. The USDA website has a listing of carbohydrate values. Start reading labels and do not buy items with carb readings above 6 or 7 per serving. Watch portion sizes. A 30 minute walk a day will also help bring your blood sugar down.

A piece of friendly advice: Quit worrying about the "carbs"... if you're a border-line diabetic they're the least of your problems.
Your doctor will happily recommend a diet plan. You'll find that 30-45 minutes of walking or light exercise a day, scrapping fizzy drinks (like coke) and drinking water instead, and eating a *balanced* diet of three meals a day, you will lose weight without even noticing.
When you start restricting yourself with fads like the Atkin's diet you'll just lose hope and end up worse off than when you started.
Answer
It isn't necessarily how many carbs, but you need to eat the right kinds of carbs. Please get Dr. Ray Strand's book Releasing Fat. It is about low glycemic eating to prevent diabetes, AND heart disease, not to mention lots of other problems we have in our society. I can tell you that the key is eating small meals 5-6 times a day, and eating more fiber rich foods instead of processed, white variations.
Answer
Eating the right kinds of carbs will help you control your blood sugar. The right kinds of carbs include eating an abundance of vegetables and a low amount of fruit. Minimizing or eliminating sweets, sodas and juice will also be helpful. Whole grain breads and cereals are more desireable than white bread, rice and other refined grain foods. If you want more information on choosing which carbs to eat, check out www.glycemicindex.com This web site rates carbohydrates. If you are borderline diabetic, the lower the glycemic index number, the healthier the choice. The amount of carbos you need in a day depends on the recommended caloric intake based on height, weight, and physical activity level. A loose guideline -- carbohydrate intake range should make up 50 - 70% of your total calorie intake. Hope this helps.
