Absolutely. But winning a lawsuit and collecting are two different matters. Lots of people who win their suits, don't see a dime. And are out filing and court fees as well as their original losses.

If you're asking about Michigan PLPD insurance teh answer is probably no. Michigan is a no fault state and your own insurance covers you no matter who is at fault. If you only had PLPD you accepted the risk that you might have damage to your vehicle that you would pay for. If you have damage to your person, your own insurance company will pay for your medical bills. If you have damage to personal property you might have to try to file a claim with your home owner's insurance.
