If you are located in the United States, then your carrier would be AT&T. Yes, you would have to pay the full unsubsidized price for a replacement iPhone, regardless of it being lost or stolen. You will be eligible for the subsidized price nearing the end of your contract.

In order to have an iPhone you can use like an iPod Touch, you must either purchase an unlocked, contract-free iPhone which would be $450 more expensive than its contracted counterpart, or you must simply wait for your two year contract to end for your phone to become unlocked (this will increase your phone's value if you plan to sell it online).
