If you are willing to pay Roaming prices to AT&T for having called from Ireland all the
time then yes but otherwise you can't because the iPhone 3GS can only be bought
WITH an AT&T subscription.

I would believe so, it can be difficult to unlock your iphone though but the iphone is exclusively at tmobile in Europe.
If you unlock it by jailbreaking it will. Jailbreaking alone does not allow you to use another carrier's SIM card in the iPhone. It has to be jailbroken and then unlocked. Once you jailbreak it then Cydia will be on the device and then you go in to Cydia and run Ultrasn0w to unlock it
