If you can only call at certain times and their cell is on silent always they say are they true to you?

No one can answer this one.  You know the person better than we do.  If he/she has been trustworthy up until now there is no need to second-guess because it will get you into trouble.  Sometimes people are busy or turn off their cell.  I find it quite difficult to get in touch with some of my friends by cell phone and seldom leave messages because they never answer any of their messages (some do, some don't.)  I don't have time to play phone tag!  There are times a person is in a meeting, courses at University, etc., where cell phones are to be turned off.

It's time to sit back and look at the situation.  If they seldom phone you; don't ask you out on many dates without a good explanation and you seldom see them then I'd move on as painful as it could be for you.  Never let anyone control you!  You are in control of this situation so it's time to communicate with this person and tell them how you feel and if you aren't happy with the explanation then you be the one to call it quits!  Have the guts to be your own person.
