Not necessarily. It would depend on the condition of the wiring. If it is an older house with cloth covered wires it may be advisable to rewire. If existing wiring is aluminum you might also consider rewiring. Depending on the length of wires that enter the current box, you may need some external junction boxes.

1.5 kw is an incredibly low figure for 'whole house' electrical consumption. I would think that is impossible unless it ONLY involved lighting.
Use a generator with a high enough rating to power the house, of course. Trying to power a house that draws 60A of current with a 10A generator is just never going to work.
There is no way to price this without knowing a whole lot more about your situation. Call at least 3 electricians and get quotes. If you are re-wiring there is a reason and that reason alone can affect the cost. For example, do you need a new main panel, are you increasing service from the power company, what kinds of walls do you have, is the house 1 or 2 floors, is there an open ceiling basement, do you have a number of dedicated circuits, do your fixtures and receptacles and switches need to be replaced and so forth.

It's important to remember that when you are looking into a panel, you might not have good lighting and you want to be able to see what you're working with. You will find many panels mounted 65 to 70 inches high. Sometimes, especially in a home, you don't have the room to bring the service conductors into the home and into the panel and mount it higher than that. You should just buy a replacement panel rather than a whole new garage door if you have a cracked top panel of the garage door. Remember to buy the same panel as a replacement panel or the door might not function correctly.
