Yes. The only way she cannot really be a virgin is if there is sexual intercourse and she is penetrated by a penis. When her "cherry"(hymen) is popped, then she is not a virgin. But remember, not all girls have "cherries."
----I would say that it depends on the person in question and how they feel about the sexual contact they have had. I considered myself a virgin still after having been fingered, but they are definitely not completely "pure" anymore, because that IS still a type of sexual contact. Physically, the hymen could still be intact...yes. But it can also still be intact after having only partial penetration. Are they more or less a virgin than someone that has not had any contact with a penis? I would just say do what you are comfortable with and don't worry about the title. If you really are concerned about staying "virginal", then don't have any sexual contact whatsoever until you are ready to not be a virgin anymore. That way there is no in between. I've been unsure of my "virginal status" for a while now because I was having other forms of sex but not vaginal intercourse... I just said I'm half a virgin and leaving it at that.
