You would first need to have a SIM card that is with AT&T. If it is with another carrier (such as T-Mobile, Sprint, Verizon, etc.), then you won't even be able to start the iPhone. If you already have AT&T, the iPhone can be used with extremely limited access.
Actually, your iPhone won't be able to do much of anything. Even after putting in a SIM card, the iPhone will be limited to phone calls, text messages, and iPod features. Anything that requires an internet connection (which applies to just about everything else) will not work. If you try to go to a website, connect to YouTube, or even send a picture message, the iPhone will prompt you to contact your mobile provider.
This is because the iPhone requires a very specific data plan that is only available through AT&T (so specific, in fact, that it is called the "iPhone plan"). After placing your SIM card in the iPhone, you would call AT&T, have them access your account, and tell them you are now using an iPhone. After the changes have been made, a restart of the iPhone is usually required. Once it reboots, all of the features will be available.
