This metaphor refers to solving a problem. It is a modern restatement of the the principle from the 14th century, known as Ockham's Razor, which states that "Entities should not be multiplied unnecessarily." In other words, the simplest answer is probably the best one. In trying to see all possibilities, by over-complicating an issue, the truth or answer can be obscured.

i think you have to get a license for it, but yes, you can legally own a zebra. you get a license by proving that you have the right stuff and enough space for a zebra and know enough about horse care, because they are very similar to horses. i don't know where you can get a license, but you have to have one to own a zebra. you can probably Google that too. you can Google anything.
