With some exceptions,child support is not paid directly to the child because it is not "the child's money" - it is compensation to the custodial parent because they are raising the child alone. Child support must be paid to the custodial parent or legal guardian.

However, if the child is no longer living with the custodial parent (in the case of an emancipated minor or a child 18 or older who is a full-time student), the court can be petitioned to have the money directly paid to the child.

You should contact the child support agency in your state. They have the ability to garnish the absent parent's wages, place liens on bank accounts, real estate and other assets, and intercept tax refunds and other government payments, even if the absent parent lives in another state.

Well, once you have been determined to be the child's father and been ordered to pay child support you can request a visitation schedule at the same time. Once your paternity has been established legally you do have parental rights that can be enforced via a court order.

If you're ordered to by a court, then yes. You can give up your parental rights; you cannot give up your parental responsibilities.

When your rights to a child is terminated it is as if the child was never yours and your rights to the child, and obligation for the child are forever terminated.
