If you quit ROTC without completing the course do you still have to do an enlistment term?

You can complete the elective course without having to serve in the military. The only way you'd be compelled to do military service is if you enrolled on an ROTC scholarship. At that point, they've pretty much got you.
Added; Depending on the structure and wording of the scholarship award, the option MAY exist of you reimbursing the government for your sholarship.

Yes. You only need parental consent if you're enlisting at 17 (which is the minimum age of enlistment).

You can get you license while serving in the military, however you will have to have a State Issued Identification Card prior to enlistment, now the military will not issue you a license you will still have to go through the State. Keep in mind certain jobs require a license prior to enlistment.

While I am not certain why you would lie to get out of enlistment into a volunteer Army, I do know that any falsehoods you gave on enlistment papers can bar you from enlistment or if enlisted could be grounds for removal from the Army, and potentially prosecution. If you lied to avoid enlistment for some reason, it would be best to reflect on those reasons and determine if those reasons have been resolved. Once you enlist, you are committed for that enlistment period, there is no turning back, so to speak. Be certain that serving is what you want. Do not make the commitment unless you are unquestionably certain.
