If you want to make screencaps from a DVD do you need a software app or special hardware like a video card?

Answer

No. Just pause the video you are playing on the screen and hit Alt-Printscreen. You can then open your favorite paint program and paste this screen capture into there and edit out the stuff you do not want to show.

If you are using Windows Media Player, make sure you disable overlays (Tools -> Options -> Performance -> Advanced -> Uncheck "Use Overlays"). If you don't do this, the Print Screen method will not work.
