Since he's made promises (and one's word IS one's bond) and not kept them, he's a liar. Since he makes excuses when confronted, he's also worthless. If you keep him around, he will continue to use you in this way.
The main words here are "cheap" or "procrastinator." When giving a gift the usual flow is to surprise that person and it's not up for discussion. If you like this person a lot then I suggest that you turn the tides on him. Let him know what it feels like saying something like "I was am going to get you tickets to a Basketball game." Keep him on edge, let him sweat it out for awhile and I'm sure he'll ask eventually where the tickets are. Then say, "When I get my flowers, you'll get your tickets." You probably won't get the flowers and he sure won't get the tickets, but you've made your point.
