No. At least not without special equipment. All a jump does is do a quick recharge of you own battery (normal cables won't carry the current needed to turn your starter motor).

Yes, you can. You may have to wait a minute or two, with the jumper cables attached before attempting to crank over the dead vehicle. The problem is, that what you may have assumed is a dead battery, may be something else entirely.
