LAPTOP - You have a RECOVERY PARTITION to make your Reformat CD's.

DESKTOP - They gave the CDs with your computer. Might also have a RECOVERY PARTITION. On dells i know default is crtl-f11 during start-up.

Boot from the CD's and follow the instructions.
