Unless you are willing to invest in a mechanical leg for him, its kinder to put them down as they wont be able to do much.

Take your hamster to the vet! My hammy escaped in our house a few weeks ago. The combo of cats chasing him and climbing down three flights of stairs left him in quite the state of disrepair. I noticed a bruise when he was first home, and it got much worse and the leg got really swollen. Even though it's been a few weeks, the vet gave me a pain reliever/anti inflammatory medicine to help him with the pain and discomfort while the leg is healing. The person recommending euthanizing you hammy is being cruel and uninformed -- even though the vet can't give the hammy a splint or a cast, the medicines help with the pain until your hamster is back up and running!
