Steroids shut off the body's natural testosterone production as the body makes use of supplanted testosterone-as a result the testes stop producing the hormone and shrink. When used properly the testicles will return post-steroid cycle naturally, however, another agent is commonly used to kickstart the process so that gains can be maintained and libido doesn't suffer. In the event of long term steroid ABUSE, testicular atrophy can be permanent and the testes will cease producing natural testosterone on their own. These individuals will need to take hormones for the rest of their lives.

Unfortunately not no, there are very few organs that actually do grow back. To the best of my knowledge your liver will if part of it remains but none of the rest.

No but the scrotum sack that holds them can reduce in size, especially when cold. This is to protect the testicles.
