no. your body just isn't ready yet. it will start soon. don't worry. Most children start puberty around 11 to 13-years-old but everyone is different and many don't begin until 14 or 15-years-old.

∙ 14y agoYes it is very normal. The age of starting puberty varies greatly from person to person. Some start as young as 9 and others as late as 17. If you still haven't started puberty by your 17th birthday then you should see your doctor to determine why.

Shaving will cause a lot of stubs to appear 3 days after shaving, which are extremely uncomfortable... I would not have any problem with doing it except that the earlier you shave the faster it will grow back and the thicker it will grow back. You'll have to shave it more and more often, which might not be what you want to do.
If you don't want it to grow, then yes. Otherwise, no.
