Yes, in season 5 (not sure on the exact episode). Buffy walks through the door announcing she is home only to find Joyce dead on the couch. She died from a brain tumour.
This is backed in season 7 "Conversations With Dead People" where either her spirit or The First in her form and speaks with Dawn.

You can't bring a dead person back to life that is killed normally. see willow was able to bring back Buffy because she was killed by somethng mysitcal, but tara die by a gun shot wound, so that normal in the world, so she wasn't allow to do it.
