I do seem to remember seeing his pants down, though I am not sure that they ever fall down.
The only times that I can remember when he had or could have had his pants down was when he was on the toilet, the first time was when he drank curdled milk in the earlier episodes and that gave him the runs, which unfortunately always kicked in when he was trying to mess with Sasuke and win over Sakura.
Other than the earlier episodes (most likely in the first 5 episodes before the land of waves arc), Naruto might have been caught with his pants down in the short movie Konoha Annual Sports Festival, which was only about 11 minutes long.
also in naruto Olympics side anime where he has a serious neede of a toilet.
