Converting a ratio to a percent is not the same as solving a proportion.
21/36 in lowest term is 7/12. Multiply both, the numerator and the denominator, by the same number in order to obtain equivalent fractions.
It does not change. If the numerator changes then, unless the denominator changes in the same proportion, the fraction is no longer the same.
