When playing street basketball without officials, its usually best to play with people more interested in actually playing basketball than in winning. Generally the lack of free throws REALLY increases the benefit of fouling. The same applies to the three or five second rule. Particularly when playing half court, a player playing post defense who is 'in the paint' is now all of a sudden in an excellent position when a sudden change of possession occurs. People interested in playing ball will actually leave, giving back the position, and then proceed to try to 're-earn' it because its in the spirit of the game. Some don't care and generally these are the same people that you'll have difficulty calling the rule against. A player in the paint too long who is interested in playing can usually be chided to leave by saying 'What are you parking down here?'
