Those numbers are known as the 'Neighbors' numbers in French Roulette. It can be any number on the roulette wheel not particularly a winning number. Neighbors bets are also known as a five piece bet. Betting on a chosen number and the 2 numbers that lie either side of the chosen number. This roulette strategy can be employed in American roulette also.
