This is certainly Not Eloise, who was a sort of (Denise the Menace) but generlaly harmless(never quite clear what her family background was, though) The film you are thinking of is indeed a Horror pic, not a comedy and was called the BAD SEED. It is not to be confused with DRAGON SEED. The Child was definitely homicidal and drowned one child making it look like an accident and killed a janitor or maintennce man via Arson, in comparison Eloise is harmless kid stuff. The film was called BAD SEED and Mayeb to satisifythe censoring powers, the kid was adopted in the story line. I have never seen it but heard it discussed. Somewhat oddly scripted by Maxwell Anderson, better known for his historical Queens such as Elizabeth and Christina, Played by Bette Davis and Greta Garbo, respectively. Juvenloe actress was either nominated or won Oscar for morbid role in Bad Seed.
