Several U.S. presidents had military service in war time and would have killed men in battle, other than that the answer is no.Other Points to consider:President Andrew Jackson, Duel with Charles Dickinson 1806Andrew Jackson challenged Charles Dickinson, a lawyer, to a duel for having maligned the character of Mrs. Jackson and for a misunderstanding following cancellation of an important horse race. The two squared off with pistols at the customary eight paces in a popular forest clearing in Harrison's Mill, Kentucky in 1806. Dickinson got off the first shot...a direct hit into Jackson's breast that raised dust from his coat as the bullet entered. Andrew Jackson remained so stiff that Dickinson stumbled back in sheer disbelief. At the angry shouts of Jackson's second.... demanding to return to his mark, Dickinson complied and returned to his position. Although it was commonplace for a man in Jackson's position to spare the life of his opponent by firing into the air, Jackson chose otherwise. Jackson fired his pistol. The ball penetrated Dickinson's abdomen and exited the other side... killing him instantly. The future president simply walked off the field... feet sloshing in blood that drained from his chest. Dickinson's bullet had lodged too close to Jackson's heart to be removed safely. Jackson would carry it to his grave.(S.Menzel)Jefferson's VP (does this count?)Dueling was a common way to kill someone in the 1800s. Another famous duel, perhaps more famous than Jackson's, happened in 1804 between Jefferson's Vice President Aaron Burr and former Secretary of the Treasury Alexander Hamilton. Burr was angry at Hamilton for standing in the way of the advancement of his career, and challenged him to a duel. People still argue about exactly what happened, but Burr shot Hamilton, and his bullet killed him. Because Hamilton died in New York, but the duel was in New Jersey, the charges were dropped. Later, however, Burr would be tried for treason.

The US Supreme Court, theoretically, as part of the system of the federal government's system of checks and balances. However, they have no way to enforce their claim of unconstitutionality, as exploited by Andrew Jackson. The Supreme Court has the right to check Congress by deciding if the laws it passes are Constitutional. The People are the ultimate check on Congress, through the vote.
Differences of opinion. Who should pay more taxes? How should they be spent? "The whiskey rebellion" happened because western farmers had to pay higher taxes. They did not like being singled out to have their products taxed. Adams wanted a powerful navy to protect a powerful merchant fleet. Jefferson did not want a large merchant fleet and the expense of a large navy. A number of little disagreements turned the nation into two groups, Federalists and Republicans. The Federalists reflected an attitude more than an organized political party. They never had a separate organization. Instead, the group in congress that considered they had a federalist outlook stuck together. The republicans started off likewise. The republicans however, set up something of a party apparatus so they could defeat Federalist candidates. When Aaron Burr killed Alexander Hamilton, the Federalist movement began disintegrating. There was a dispute in the election of 1824. Andrew Jackson won the most electoral votes in states that allowed the people to choose electors. John Quincy Adams won the most electoral votes in states where the legislators chose the electors. That caused a stink. Many of the people in the states that chose Adams wanted Jackson. They let their legislators know it. A movement arose outside of the government to get rid of politicians opposed to letting people vote for electors. Here was a political party not just connected with serving politicians. In 1829 with the election of Andrew Jackson as the president of the United States. The president has the right to appoint people to jobs. President Jackson needed people from all over the United States he could appoint to jobs. Political parties could keep track of who was on one side or the other. The workings of a political party already existed. Andrew Jackson could use it for his purpose. Some people were shocked at the way Andrew Jackson operated. Suddenly he fired a whole lot of people and overnight he filled their jobs with his supporters. No one had ever done anything like that before. While the nation did not have very many jobs, he fired the former officer holders filled them fast with his supporters. He had many enthusiastic supporters. This attracted distractors and enemies. The Whig movement developed to oppose Jackson. It followed the same path. Those two provide the basis of today's parties.
Other way around. Jackson came first, and James K. Polk dedicated his administration to finishing the work that Andrew Jackson had started.
