Could be many things. The compressor might be broken--try running the car with the AC off. Have a helper watch the AC compressor and watch to see if the compressor tries to engage when you turn the AC on. The system might be low on refrigerant--only certified mechanics will be able to refill it, so you might as well take it in and get it checked out. You may have an electrical problem in the switch assembly, or harder to find still, you might have a cabin thermocouple that is telling the thermostat that the car is freezing cold, so the AC never needs to come on.
