Sec 69 A is an enabling provision that provides power to the Government to block access to any computer. It can be used in specific circumstances such as when " it is necessary or expedient so to do in the interest of sovereignty and integrity of India, defense of India, security of the State, friendly relations with foreign states or public order or for preventing incitement to the commission of any cognizable offence"

There is a procedure to be followed and there is control on who will receive the complaint and forward it to the designated official. A committee will review and take decision.


We can therefore not consider that there is anything bad about the provision. Yes it can be misused where the appropriate members involved in the decision making may be forced to take corrupt decisions. Such abuse is true of any law. Since this is a requirement which will strengthen the law enforcement at times of genuine requirement, we can conclude that it is "Good" to have such a law.
