Yes and No. Yes : it gives out newspaper ; it shows the option and comments of other people, it has taxes ; without taxes we cannot afford to build libraries, food markets...ect. It has rules. Without rules the place would go crazy !!!
No : they make rules but then the government see the citizens do something really bad and they don't do anything about it.
