I'm afraid Africa doesn't have just one government, because it's not a country.
Africa is a continent, not a country, therefore it is made up of many governments.
But in general, no. Governments in Africa have a bumpy history, filled with coups and assassinations, etc. Some places are more stable than others.

Being country specific, Botswana is generally considered the most stable multi-party democracy in Africa. The country also has low rates of corruption and a good human rights record. Morocco is also considered as having a relatively stable government (this may be due to the fact the country is a monarchy). Both these countries have high HDI (Human Development Index) and GDP (Gross Domestic Product) rates in comparison to other African counties.

Every country in Africa (and in any other continent) has a government. The country of Somalia has a very weak government, but it does have one, of sorts. Egypt has a strong government, as does South Africa. Libya, which recently overthrew the Kadafi Dictatorship, is in disarray, but still has a government of sorts.
There are 55 separate countries within Africa, and even more governments at play. So bacially think of any governmental type or ideal and thats your answer.
