It's unlikely; ghosts almost certainly don't exist. But even if you believe they do, one of the principles of becoming a ghost is to have left one's life unfinished. That certainly wouldn't apply to Washington, who spend much of his life leading the United States through first war, then peace; then retiring (by not seeking a third term of office) when he felt he'd done all he could.

Some people like to think that the spirits of the Founding Fathers still inhabit places like Independence Hall. But no one has reported seeing Washington there.
