no, ipswich is not in the fens, in fact, it is further east, in the heart of suffolk. the fens only cover a small part of suffolk, but it misses ipswich completely. ipswich is situated along the orwell river, and is north of harwich, and 20 miles west of felixtowe. i hope this suffices to answer your question.
