The "Jeff the Killer" you are most likely referring to is a story that was created by a Creepypasta website to cause nightmares. That story is completely made up. Not real at all.

They include gruesome tales of murder, suicide, and otherworldly occurrences, and the Jeff one originated on 4chan, a board devoted to the paranormal. They were written to sound believable, otherwise, they wouldn’t be scary.

There was no Jeff the Killer. It’s a modern Horror story.
