No information about them doing so has been released by Microsoft. As for personal opinion on the matter though, I'd have to say no because they know that since they have restrictions on Xbox One - it'd cause them to loose a lot of income from doing so.

You have to call Microsoft and ask them to cancel your Xbox Live membership. They will do whatever they do and your membership will be ended. I'm not sure of the number, but you could always google it or go to Xbox.com's support center and email them about your problem.
